Winston-Salem City Council Approves Stadium Parking Amendment

Winston-Salem City Council members approved an amendment Monday night that sets new parking requirements for school stadiums. The change to the city land-use policy could impact the size of a proposed stadium at Reynolds High School.

The Winston-Salem City Council voted 7-1 to approve an amendment that requires stadiums at urban schools to have one parking space for every four stadium seats.

The amendment affects stadium projects that have more than 1,500 seats and do not provide adequate parking spaces on campus and at surrounding school sites. The original proposal for a new stadium at Reynolds High School called for a 4,500 seat stadium.

But the parking amendment and controversy surrounding the stadium’s location near Hanes Park is forcing School board members to consider a smaller version with around 2,200 seats.

Paul Norby, the city-county Planning Director, says the amendment takes effect immediately and will impact new stadiums or expansion projects to current ones.

Norby says if the ratio isn’t met, stadium backers will have to demonstrate to the city council at a public hearing that they can provide adequate parking on surrounding streets and safely manage traffic in nearby neighborhoods.

Last week, the Winston-Salem Forsyth County Board of Education gave a group of stadium supporters the green light to begin raising funds for the project. The stadium is expected to cost around $6 to $7 million dollars.

But exactly when the stadium will be built and exactly where it will be located hasn’t been determined. School board members are considering several options.
